CinePaint is a GPL/LGPL/BSD/MPL licensed image editing application. It began as a fork of Gimp and the two applications' UIs still have a similar feel.

Chances are your distro has CinePaint in it's package manager's repository. So installation will be distribution specific.

One of the key benefits to using cinepaint is full floating point support.
